Security settings blocking the Google Tag Manager from loading

The below link goes to a 1.5 minute video that explains the issue, but basically our shopify security settings are making it so that the google tag manager won’t load on a non-checkout page. This is preventing our running ads to a landing page on shopify. What setting do we need to change?
