Shipping FEE - different rates for different locations + free over a certain price at the same time

Hi,

I know how to add a different shipping FEE for different states within a country, but I want to add also a free shipping when the order price gets over a particular threshold at the same time, no matter the location.

Is it possible to set this?

  1. 2 sets of prices depending on the state within the country.
  1. At the same time, I want to add that if the price will be over $100, the shipping fee will be $0.

It’s only domestic shipping, no international involved.
