The billing country or the country of the IP used to place the order isn't available

As of 2/29 we have been having a high number of orders (at random it seems) where the billing country of the IP used to place the order is unavailable. The IP’s are coming is as numbers, characters and letters and not valid. We use a third party payment processor, so these orders hit our fraud filters and denied. Is anyone else having this issue and is there a solution?
