Too many redirects to cart after attempting shipping product to custom shipping zone

I’ve set up custom shipping zones on my site https://pazyrykart.com/ due to legal restrictions from certain origin/destination pairs on our products. When attempting to check whether this restriction works by inputting a US address to ship on an item that shouldn’t allow shipping to the US, I saw the correct behaviour of a message informing the user that the item cannot be shipped to their location. However, when attempting to go back to the cart afterwards, I receive a ERR_TOO_MANY_REDIRECTS, which would prevent the customer from removing the item and looking for another option. How can this issue be fixed?

On another note the message to the user was “This order can’t be shipped to the address you entered. Review your address to ensure that all fields have been entered correctly and try again.” I’d like to customize the message if possible to let the user know that the item cannot be shipped due to the legal restrictions.
