VIP Percentage Discounts With Limits

I am trying to offer a percentage discount to customers with specific tags but also limit how much they can order at a discount.

Ex: Customer tagged with “Tier 1” can order up to $500 in product at a 30% discount.

Is there an app that can accomplish this?

I have seen apps that will allow customers to get discounts based on their tags but have not found anything mentioning a limit to their order.
