For security reasons, the checkout theme files cannot be edited and accessed to inject an app code of any sort. This would explain why you can find apps that offer tiered discounts, but not both. Your best bet would be to add an upsell app that can be used on the cart page instead.

At Quantity X, which is a volume discount app, you could apply both a volume discount and a coupon code on the checkout.
