What's the best app for running promotions on my Blu-ray store?

I just setup a store in shopify where we sell blu rays and wee come out with one blu ray every 45 days or so and basically want to setup a program, where the person can sign up and get

  1. 20% discount on the purchase

  2. Free shipping

They can opt out any time they like but as long as part of the program they will be sent and billed auto.

Any app can do that? Not sure what the cat would be.
