I deactivated my store earlier than March and it still billed me for 2 months.
why did this happen? I plan to make another store but I am afraid that even if I deactivate the plan, it might start billing me.

Hi, @MattL1 . Do you mind if I ask why you’re not continuing with the store you’ve already created? Were you having trouble with your original store or are you just looking for a fresh start for a new business?
If you deactivate your account by following these steps you won’t be billed for any new charges. However, you would still be charged for any outstanding charges, and any charges on your current bill. Typically when merchants see charges continue it’s because the store hasn’t been fully closed. That being said, without being able to see your billing and account information here we wouldn’t be able to say for certain why you were charged.
