Why does the shipping cost not change for multiple items being shipped?

it will cost $30 to ship 1 case across the country, and the same $30 charged for 10 cases. makes no allowances for multiple items?

Shipping rates based on quantity are not possible with Shopify flat-rate shipping.

However, it is possible to configure rates based on weight ranges or price ranges.

You can configure the weight for each product and set up shipping costs based on weight ranges.

For example, configure the product weight as 5Lbs and set the shipping rates as follows:

0-5Lbs - $6
5-10Lbs - $12
etc.

To have per-item shipping configuration will need to be done with a 3rd party rate-providing app.

If you find weight is not a suitable solution, you could look into Intuitive Shipping. We offer per item, live calculated, PO Box Exclusions and so much more.
