Why is the add to cart icon missing in mobile view?

The Add to Cart button only shows on my menu once someone has added to cart and then refreshed. I would like for it to show in the top right of the page at all times or for the header to follow the consumer as they scroll with the add to cart icon. It shows fine on desktop but not on mobile. Any help appreciated.
