Why does my Shopify store not shipping internationally, in the checkout I can see only United States and I’ve tried creating location to ship worldwide but it still shows only United States on Checkout

In order to allow shipping worldwide, you should activate International Market in Settings.
From Shopify admin, please navigate to Setting > Markets to see if this market is activated or not? If not, simply click on Manage next to the International Market section then you’ll see the Activate button.
