Why isn't my store's SMS notification reaching customers?

My shopify stores’s SMS notification is not working and SMS didn’t arrive to customers although I have tried many ways to test and including the ways of instruction from official shopify website. But it doesn’t work until now and do SMS notification access to selected country depening on code of phone? My country is Myanmar and if there is anyone who can help me please help. I know third party application can help on this but I am itchy that shopify has that orginal features and now it didn’t work!

Is the SMS notification affecting all customers or just specific customers? I’d also ensure that you’re able to send yourself a test SMS notification and receive it successfully.
