how are you i setup my new store and also setup for shopify payment after setup they tell me ( Your store can’t accept new orders with Shopify Payments.) please help me thanks

Welcome aboard!

As @Nick_Marketing mentioned, this is account-specific. However, to give you some context: to be able to use Shopify Payments you need to ensure you meet all the eligibility requirements. If you consult that list, is there anything there that you think might impact your ability to use that gateway?
If so, never fear, because there are plenty of third-party gateways you can check out instead.
