I’ve taken a look at your screenshot and you do have the correct settings for free shipping over $200. However, it appears you’ve also marked up the calculated rates with an additional $10 (eg. handling fee) on top for orders under $200 - is this correct?
Marking up or discounting the calculated rates means that this amount will be added or deducted from the carrier rates, so the customers could be paying more than you’re expecting in this case. If this isn’t what you were aiming for, then you can remove the calculated rate and simply create another flat shipping rate for $10. Nevertheless, I’d also encourage creating a couple of test carts on your store so you can see if the shipping rates are appearing as you’d expect in the checkout.
Here’s an example of using two flat rates (free shipping over $200 and $10 flat rate for everything else):
