Is it possible to add overlay and forms to the storefront with the dawn theme? Without app.

Generally we recommend using an app such as Locksmith for restricting access, and the Helium Customer Fields app to require account approval before customers can actually create their account.
However, if you specifically want to accomplish this without any apps, you can certainly code the restriction directly into your theme (see our blog post for more information on how to do so here.) However keep in mind that you will most likely want to set up the restriction based on a certain tag that you can apply to customers which will prevent just anyone from registering and gaining access, or you can use the Customer Fields app to build a custom registration form and require account approval so that only customers you specifically approve will be able to access the site.
