Hello, I am wondering if it is possible to reduce a shipping zone to a defined city only? Currently, it appears as though Victoria, Aus is the ‘smallest’ shipping zone available to me though I only provide services across Melbourne. Is it possible to change the shipping zone?

This isn’t something that we currently offer natively within the Shopify admin, however there are a few shipping apps on our Shopify App Store here that can help you achieve this.
I did a bit of search on my end and was able to find a couple specific ones that you might be interested in, feel free to take a look at them:
Both of the apps above will allow you to set up zipcode-based rules on your store, which will limit your store’s shipping to customers that input the specific zipcodes you set your store to accept. Just a note however that these apps are made by third-party developers outside of Shopify. So if you have any questions about them, you can reach out to the app support team, as they are best equipped to answer app-specific queries.

Adding on to @Kimi_2 's list, I will also suggest you take a look at Shopify Multi Carrier Shipping Label App. The app allows you to set shipping zones based on zip/postal codes. I am attaching one screenshot for you to understand clearly:
