When trying to create a shipping label I keep getting the message, “You can’t create shipping labels for the orders you selected because they are not eligible for shipping labels.”

It looks like you’re experiencing an issue with purchasing your shipping labels. Are you able to confirm whether or not your products are being fulfilled by a third party app? If so, you will need to head over to the app and print your shipping labels directly from there.
It’s also possible that your third party app only fulfills orders in certain locations, and you’ll have to manually fulfill the ineligible ones yourself. Since your fulfillment is likely set to automatic, you will need to head over to your Shopify admin, click on the specific order, cancel the fulfillment, and then you should have the option to purchase a shipping label.

I think the Shopify support staff in the reply has said all that really needed to. Has the issue stopped yet?
