I have purchased second level of Shopify plan - Shopify, for better shipping prices for DHL.
There is clearly written, that I can get DHL and UPS discounts!
But I can not figure out how to get?
Can some one explain me?

You can get discounted shipping rates through Shopify Shipping. Shopify Shipping is our feature that lets you connect your Shopify account with our shipping carrier accounts. Besides discounted rates, you also get the ability to buy and print shipping labels directly from your Shopify admin and display calculated shipping rates, instead of flat rates, to your customers at checkout.
Please note that at this time Shopify Shipping is only available in the following countries: United States, Canada, Australia, United Kingdom, France, Italy, and Spain.
