I would setup 1 campaign with both goals included. Because 1 search term, could result into two different types of conversions.

But if you do want to separate them, you can do so by changing the campaign settings goal from account level, to campaign level, then choose the one specific goal you want to use.

If you choose the second method, then the keyword with the highest ad rank and or bid, will win the ad auction, so you might end up getting fractured performance.

I would personally not setup 2 campaigns for the same keyword.
