How can I effectively combine different shipping rates?

I’ll try to say this in the least confusing way possible, but I need help combining some shipping rates for a store.

Here’s an example:

The store has 2 shipping profiles, Dry Goods & Live Fish

The Dry Goods shipping option has 2 rules:

$6 ground shipping, and free shipping over $30 on dry goods

The Live Fish shipping option has 2 rules:

$35 overnight shipping, and free overnight shipping over $250 on live fish

The problem is that people are able to get free shipping when they have over $250 worth of dry goods and a cheap live fish in their cart. The dry goods qualify for free shipping because they’re over $30, but the live fish is under $250 so it needs paid shipping.

Is there a way to combine shipping rates like this?

Another example, if they buy a $25 live good and a $25 live fish, they would need to pay $6 for dry goods shipping and $35 to overnight the fish. Although the order is over the $30 for free dry good shipping, they did not get $30 worth of dry goods so they don’t qualify for free shipping

When using multiple shipping profiles, if orders contain products from different profiles or locations, this will result in combined rates at the checkout and the higher rate is charged. Currently, the only available workaround would be to use an app to set up more specific shipping rules. And may I know which carrier you are using?
