This is not unfortunately possible inside Shopify settings, but you can do this by using our app Releasit Cash On Delivery which allows you to add a fee to cash on delivery in Shopify
You can install the app for free on the Shopify App Store here: https://apps.shopify.com/cash-on-delivery-fee
Then you can configure an additional fee for cash on delivery on the Fee settings page of the app here:
