I have done the steps and It seems you did not get my question, what I am trying to say is that lets say if a customer is taking COD(means already bypassing paymemt gateway), then how I can charge the customer a small fee for shiping in the case of cod only, like is thre a way where I can apply a rule/condition that a pruduct/fee equilant to small amount named as shipping fee is added to the cart automatically as soon as customer hits the COD button and it asks customer to pay a small fee to confirm the order via payment gateway, it is to make sure the customer is genuine and not going to cancel the order and also to keep RTO minimum please.

If you see in my screenshot if you see I have two payment options, Razorpay and COD -

For Razorpay customer should get free delivery and for option auto selected and for COD it should select the 50rs shipping fee option automatically and customer should only pay 50 rs for shipping fee at the payment page and product cost at the time of delivery. It should be very clear now with the case scenerio I guess.
