Can you please elaborate more details, like I have checked and confirmed that all the categories are clickable on the header.
click on categories when you have sub categories for examples top right
you cant click and direct to parent category only for child

Go to Online Store → Navigation → Main Menu in you r navigation settings. Add the parent category as the separate menu item (with its own link along the lines of /collections/category-name). Then add your subcategories as nested links under it. This makes the main category clickable while keeping the dropdowns working.
You can add a button on the categories and set up an URL for clicking. But the way how to set up depends the types of themes.
