Is it possible to set up a mix and match bundle available only to email subscribers at a set price coupon code?

For instance, if I wanted to set a price of 20$ for any 4 products they choose.

I would be unable to do a regular fixed discount reduction to the order because items are different prices and some of the items are priced at the lowest limit already (ex they pick 4 $5 items-if I discounted those they would be under the $20 bundle cost.)

Also I would not want this bundle avaible/visible to regualr store customers.
