Both Paypal items will first need to be installed if they are not installed already and then changed from False to True to turn them on. Once finished, logout of your Paypal account and you will need a separate Paypal account to checkout and place an order with your store using Paypal to test.
Can you please clarify what steps I need to take to setup paypal correctly to accept payments etc.
In one of the discussions I saw this reply so now I am even more lost? I am not tech savvy so any step by step would be helpful because live support said they cannot help

You shouldn’t need any API integration with PayPal Express checkout. You only need API integration with PayPal Payments Pro or there Merchant feature.
