First you need to add those page from shopify admin pages or you can also add policies from settings.
Then add the navigation.From menu item add the item and link to the pages you created before.

In terms of which address to use - This would depend on a few factors! Do you have a business address you work from, or do you work from your home? Generally speaking, it should be an address that the account owner has easy and frequent access to in order to accept the return packages.
