You can use Custom Shipping Profiles in Shopify to do so. You can check it out by visiting Settings > Shipping and Delivery > Create new profile.

That’s precisely what I said. Custom shipping profiles is a built in feature provided by Shopify.
You can create groups of products and then assign each group a different shipping rate. You can create upto 99 such groups (a.k.a. custom shipping profiles).
