Can I use Shopify Flow to automatically update a products shipping rate to one that has already been established for my store based on the products category, product type or even a product tag? Any help appreciated.

There is no way to do this with default Shopify shipping settings. Consider using apps such as Calcurates or similar, where you can group products by tag, collection, vendor or even metafield and then apply individual shipping rates for those product groups.
@Rae_lastingimp the recommended way would be to offer real-time carrier-calculated rates on the checkout. That way the shipping cost will always be calculated based on product weight, irrespective of the category or tag. However, if you are looking to use flat rates then I am not sure Shopify natively supports it.
