Do themes come with pages for About Us, Contact Us, Locations, Shipping & returns, Help, Privacy policy, error pages (404)… With themes, do I need to create all of these?
I’m used to buying website templates that already have all these pages.

Hello there!
Most themes will come with a default basic style about us, contact us, and default pages.
However, if you are on shoofly 2.0, you can create landing pages for the about us, and the contact form is a basic section in almost every theme.
The shipping you can either direct it to the polices link or create a custom page and name it terms and design and layout to your needs.
Question is malformed.
Themes don’t have pages, or necessarily contain content, themes have templates.
It is the shopify Admin CMS that lets you create pages.
You still have to create base content when creating page, though things like policies have boilerplate terms shopify can generate text for.
The CMS does have some default pages created like contact and about-us that are changeable.
So themes have templates, or alternate templates. These are used automatically to the different page types(products,pages,collections,etc) on the storefront. In the case of alternate templates they can be applied to specific pages through the admin; or the ?view= url parameter.
All themes are required to have a a base set of templates such as the 404 template

Most themes have alternate templates for contact pages.
Policies, pages you create, typically default to using the base page-template in the theme unless you create and assign an alternative template.
Some themes, typically premium cost, may have specialty alternate template design use for things like lookbooks, quote forms etc.

Good question, as other mentioned Shopify do not currently offer these prebuilt. About us, contact us, Shipping & return etc will be recognized as Regular Page in the Shopify theme editor. You may build these using a combination of customer forms, text fields and buttons. But if you want something quick and easy, there are many free templates in page-builder tools. We also offer free page-build for first time users. You may submit a request here and we can go from here.

Themes do not come with these pages built-in. You need to build it yourself, using default page management in Shopify Admin, or using a page builder app on Shopify App Store.
