Previously, Shopify was experiencing issues where you were unable to create shipping labels and some shipping rates were not showing at checkout. Our developers have looked into this issue and it has been resolved.
Best next steps are to clear your cookies and cache, refresh the page and retry creating a shipping label within your admin. I’ll also share our Shopify Store Status page to stay up to date with platform updates.

Could you share what specific issues you’re running into when buying/creating shipping labels? If you’re able to share a screenshot of the error message for visibility as well as share what steps you’ve taken to try to create shipping labels.
