In order to have a fully customizable Online Store you will need to be subscribed to the Basic Plan. The Shopify Starter Plan is geared towards merchants who only plan to sell via social media and not via an Online Store.

To switch plans, head to Settings > Plan in your Shopify Admin and select Change Plan. From here, choose the Basic Plan.

In the meantime, while creating your store make sure to utilize the Launch Checklist! This will ensure you’re on the right back toward success.
