No, you can start your website without buying a plan. However, to make it public, you will need a plan.

What you would pay for your plan would depend on what subscription plan you choose. You can see a breakdown of all the subscription plans here. If you weren’t sure about which plan is best for your business, there is a layout here of the different features of each plan.
Also, there would be additional charges per month depending on your payment gateway; for example, credit card rates or transaction fees. You would need to use a payment gateway in order to accept credit card payments from your customers at the checkout.
