I appreciate the context that have shared and we can take a look into this. In order for us to take a look into the billing of your account, we will need to verify you as the store owner. Since we cannot authenticate you for the account in question using our Community forums, you will need to login to your store using our Contact Us page.
Once you successfully login, you will be directed to the Help Center - type in what you would like assistance with in the search bar and search for related help articles, you should then see the option to Get Support located under the search results.
