I issued gift cards and purchases were made but I dont see a payout. Why is that?
Did your customers pay for these gift cards? If yes, that is when the payout for the gift card would be received. If you provided the gift cards free of charge then there is no payout as the gift card works like a store credit, the funds have already been paid to the store and are free to use at a later date.

If I issued the gift card free of charge, can I use the received funds
towards paying for my Shopify plan?
If the gift cards were created by the store owner without accepting a payment for them first, then there is no transfer of actual funds from the customer to the store. If you issued the gift cards as a free item then the customer has the value of the giftcard to spend on the store, instead of paying with their credit card.
Because these funds are provided free by the store, there is no actual funds available to pay your Shopify bill.
