Why are urgent order notifications only sent to one email address?

We have 4 email addresses registered in Settings | Notifications | Staff order notifications in our

Advanced Shopify account. All addresses receive normal order notification messages. However, notifications tagged "Urgent: " only go to one of our email addresses, e.g. “Urgent: Payments for 2 orders expire within 24 hours”. I have checked and confirmed receipts at our mail server. We actually whitelist all Shopify mails servers through our systems to avoid spam/junk filtering.

How or where can we configure to Urgent emails to send to all of our email addresses?
