I have made a collection called Fall/Winter and under products and then collections I can see it and click on it so it’s created but when I try adding other products to the collection it doesn’t show it is an option I only see homepage & another collection I made

I’m not sure if I understand your question correctly – have you created manual or automated collection? If you opt for automated collections, you set up a rule for adding products and you can’t add manually additional products. Maybe this could be the case?
I’m not sure what setting it is. But when I add product & I go to select
the collection to add it into it doesn’t show all my options
