Why can't my staff access the online store after verifying email?

I added/created a staff to my store, with 2SAuthentication - email has been verified - when he logs in it says create your store, how do i link staff to my store. thanks

Our live support can be reached via our support portal here. Simply select the relevant topics until the live support options appear, you will then be connected to a live support agent. Selecting the topics is essential - not doing this correctly will result in appearing to be"stuck in a loop".
