Why does my online store keep becoming inactive?

I spent time creating the store via the trial plan and was in the process of entering my CC details for the basic plan and when it would accept my CC for whatever reason I used my other CC and then it made my store inactive and I can not access my account. This is the SECOND TIME this has happened. I have contacted support 4 times with NO ASSISTANCE. It was super challenging to get someone to reply and when I did through a chat session they still could not help me stating that it was escalated to risk and senior level who would get back with whom obviously have not contacted me in any way. I think this is the most horrible and frustrating party with Shopify. It makes me wonder about overall support for your store if there is an issue with a customer directly.

Now, this is my 2nd store that I’ve tried to set up with a very similar situation. My first store was functioning perfectly and suddenly one day it was inactive and I have no idea what happened. No help from support of course. I had my CC on file and they charged my card, then when they made my store inactive suddenly they refunded back the payment. How strange is that?!?!? I still do not know what happened and no one will provide any answers. Has this happened to anyone else???
