I’ve been reading multiple posts on how to deactivate the store, but there is no “Deactivate” button in my Plan section in Configuration. Any ideas why that might be?

Most common reason why deactivate store is not available on your end is due an unpaid balance. You can check if you have any by going to >settings >billing >view billing history. You can also directly reach out to Shopify support teams so they can deactivate your store on their end.
Once you pay off your outstanding debt it would be deactivated ok
There is no outstanding debt in my store, yet the button does not appear in the Plan tab.
