Why isn't my free shipping over $100 setting working?

Hi I would like to set an automatic free shipping rate for any order over $100 from Canada and USA.

I would also like to add a rule that automatically adds free shipping if the customer used a 100% promotional discount code (subtotal is $0.00)

I’ve followed the guide for adding shipping rates

Settings > Shipping and Delivery > Manage Rates > Add Rate

I’ve even tried adding the same rule under the shipping rates for Printful.

No matter what I do, it doesn’t show as an option.

I have looked at the proper set up screenshots for Free Shipping over $100 and mine is still not working although it looks just like the screenshots.
