Why isn't stock updated when I issue a refund and tick the 'Restock' checkbox?

We get a lot of our shipments rejected by US Customs when the packages arrive into the US from Canada.

We offer to reship our customers orders until they receive them or ask for a refund.

When I give them a refund, we already have the original package back and we need the inventory to reflect that.

But I’ve just realised that checking the ‘restock’ checkbox does nothing.

Can someone explain the logic behind this?
