I’m thinking of purchasing the “Paper” Theme. If I end up not liking the theme for some reason or it can’t be customized as I anticipate, can I get a refund?

Themes are non-refundable since there is no way to revoke access to a theme once it has been purchased. They are considered non-tangible, irrevocable digital goods which are not exchangeable or transferrable. That being said, you can test out a theme before purchasing it to make sure it has the features you’re looking for. You can also use theme’s demo store to see an example of how this theme can look. You can find the buttons to try a theme or view the demo store on the theme listing in the theme editor. You can see an example of this in the screenshot below.
