I’m sure there is something stupid I am just overlooking here.
I would like to be able to offer free STANDARD shipping on orders over $49 and give customers the option to choose to pay for priority if they’d like. Right now, the cart is offering every shipping rate for free with orders over $49. I have no conditions set on the regular standard or priority rates, so they shouldn’t be popping up as free.

Try adding a condition on the top two with the condition being 48.99 and below to cover products below 49.
Then add two more conditional prices for over 49.00 with the 9.95 and the 5.95.
If you set a “Free Shipping” condition, it means that once a customer meets the specified conditions (like a minimum order amount), all available shipping options become free for them.
For example, if the condition is a $50 minimum order, once a customer’s cart reaches $50 or more, they won’t have to pay for any of the shipping options at checkout. It’s a way to encourage customers to spend a certain amount by providing them with free shipping as a reward when they meet the specified conditions.
Thank you. That did it. But it’s disappointing that I can’t offer Free Standard shipping AND paid priority at the same time.
