I understand that you have placed an order on a store you believe is using Shopify, and are requesting a refund. I tried accessing the link you provided and it does indeed seem that the store is currently unavailable. There are a variety of reasons why this might happen, however I cannot tell for sure as we do not have any account access here on the Shopify Community.
How long has it been since you placed this order? We would usually always recommend trying to contact the store first, as we do not manage any stores directly or have any visibility on their orders etc. We do have some information about contacting a store on Shopify here that you can use as a reference. You can also feel free to reply to the Order Confirmation email that you received when you placed the order - that will be sent directly to the store.
If 30 days have passed and you have not received the order or heard back from the store, then you can submit a complaint using this link which will be sent directly to the store. After that it would be a good idea to contact your bank/payment provider to discuss refund options. We cannot take any action regarding refunds on your behalf - only the store themselves and your bank have this ability.
