Are you able to successfully login to your previous online store, by any chance? If your online store is available to be reactivated, you should be able to login to the store in question and select a subscription plan. This will allow the online store to be live once again.

Yeah I was able to login but they asked me to pay a $58 to reopen it so what I would like to know after paying this fee, am I going to pay other fees?

Since I cannot authenticate you over the Community forums due to the sensitive information that would need to be shared, I am unable to look into the billing specifics of the online store. If you have any questions about the amount that you were charged, you will need to login to your Shopify store using the Contact Us page.
Once you successfully login - you will be directed to the Help Center. Select the topic that you would like assistance with to locate the options to *Get Support and speak directly with a Support Advisor about the charge.
With that being said, you can view your upcoming bill by navigating to Settings > BIlling to view the Billing section which details the charges on your next bill.
