It looks like from the date that you posted this message and the fact you mentioned waiting 3 days that you may have reached out to support regarding this either on a Friday or over a weekend. Our escalated teams, which sometimes are needed to help restore store access, are available during normal business hours which would not include weekends so this can account for the slight delay in receiving a reply. Generally speaking, we expect a reply from escalated teams within 3-5 business days (weekends excluded).
With that being said, You mentioned your store is inactive due to using the wrong card so hopefully, once this has been addressed by the correct team, they will reach out to you via email and you can then work with team to restore access.

So you are trying to choose a Shopify plan, but the payment fails each time is that correct? If this is the case, then the most common reasons for payment failure would be:

Your payment method might be rejected if you aren’t using a valid credit card from Mastercard, Visa, or American Express to pay your Shopify bills.

Your account may have insufficient funds

If you use a debit card, then it must be co‑branded with Mastercard, Visa, or American Express. You can’t use debit cards that are not co‑branded.

Your credit card needs to allow for recurring payments in USD.

Your credit card needs to have international capabilities.
