If you don’t have any menus, click Create menu. It is recommended to title it “Main menu” for clarity.

It’s blank, it means you’ve not created any menu, and automatically, it comes with an already default ‘main-menu’(which serves as the menu that shows in the header), seems this theme doesn’t it’s no issue, just go ahead and create a new one, add the pages you want in the navigation and link it properly. Can you please share the store URL, or could you please confirm if the menu on the store/website is visible or not to the frontend?
Since you have any menu on your store the best thing is to create a new menu by Click on the “Create Menu” on the right corner of your Shopify Store. it will be adviceable if you can share your Store link for better understanding.
I think you might be having the same issue I am seeing where there is in fact a Main Menu in the Header, and it functions, but there are no menus at all shown in Content > Menus:
In a pinch, you can go through the theme editor, go tot he header, then use the Menu pulldown to select the edit option for the menu; that will open the Content > Menus area with the Main Menu displayed and ready for editing (but if you refresh that page, it will disappear!).
An update: Shopify support has reproduced this behavior and it has not been officially deemed a bug with at least some of the provided themes whereby they do not correctly add their Main Menu to the back end, so it does not appear in the list of menus in Content > Menus. The simplest workaround is to create your own menu and replace the menu selection in the theme editor for your online store.
Another workaround: opening the Main menu for editing through the theme editor will work; if you then rename the menu, it will then appear in Content > Menus. You can then change the name back if you like and it will remain in the menus list.
Just click on the create menu then you proceed and add your menu
