I am downloading the theme but not receiving theme in my mail

Did your email is main email of that store.
Because file download link always goes to main email of that store. please check that and confirm

Thank you for reaching out and sharing your question here in the Shopify Community.
As, @Dbuglabpvtltd has mentioned, when downloading the theme from your Online Store > Themes section, the theme is sent in a zip file to the email that’s associated with your login.
When selecting Actions > Download theme file next to your theme, a small pop-up window will appear displaying the email address the theme files will be sent to. I’ll share a screenshot of this section below for better visibility.
To check this information you can navigate to your Shopify admin, Settings > Store Details section where your email will be displayed under Contact information.
