If you can share some info on what seems to be happening when you try to add a PayPal option in your settings > payments menu in your Shopify admin, we can take a look at this together.
What do you see in that menu currently, when you try to set up PayPal as outlined here on our help site?
Let me know if there are any error messages or notifications on the screen there when you’re trying to set up PayPal there.
If you are happy to confirm in which country your store is based, I can share a list of gateways available there so we can check which, if any, PayPal options are available there.
I’d also recommend that you use a supported browser for Shopify and that it’s fully updated.
If it is, and you’re still encountering some issues, it might also be a good idea to clear the cache on that browser.
