There are a few things we can check to see what might be happening here.
Could you let me know where your store is located, so we can confirm if there are any PayPal options available for use in that country?
I’d also recommend that you use a supported browser for Shopify and that you try clearing the cache on that browser to see if this allows you to view that menu correctly.
